Granter, a Portuguese startup that uses AI to help companies win public funding, raised €1.6m (about $1.8m), it announced on 3 November 2026. 3XP Global led the round through its Impact Innovation Fund.
Celtis Venture Partners, Gateway Ventures, which is backed by Austrian and German investors, and the US HR technology company Deel also invested. Tech.eu reported total funding to date of €2m. Neither Tech.eu nor Dealroom gave a valuation. Tech.eu did not name a stage, and Dealroom called it an early-stage round, so the seed label used on this site is an editorial classification.

What Granter does
Granter's platform helps small and medium-sized companies and startups find public funding programmes, prepare applications and manage projects once funding is approved. Dealroom said it uses AI agents for these steps, and that the company is relaunching its AI Grant Consultant with a chat-based interface. Tech.eu added that it has introduced a free trial and says work that once took weeks can now be finished in under an hour.
The company says it has supported more than 140 businesses applying for over €30m in funding. Customers named by Tech.eu include ANA Airports, MC Sonae, Galp, the Portuguese Navy and Fidelidade. These figures come from the company.
Granter won PITCH, the startup competition at Web Summit, in November 2025, Tech.eu reported. Dealroom said it was founded in 2023 and that Bernardo Seixas is chief executive and co-founder.
Where the money comes from
The lead investor's capital has a public source. According to Tech.eu, 3XP Global's Impact Innovation Fund is financed through the Capitalisation and Resilience Fund (FdCR) Venture Capital Programme, which is managed by the Portuguese development bank Banco Português de Fomento.
Dealroom reported that Granter had raised about €400,000 before this round, from Techstars, Mission and AngelsWay. Seixas said, in a statement that Dealroom translated from Portuguese, that choosing 3XP Global's Impact Innovation Fund as lead investor was natural. Neither outlet gave revenue figures or said how many of the 140 businesses won the funding they applied for.
Plans for the money
Granter said it will spend the funds on product development, on growing the team and on international expansion. It plans to more than double its workforce by the end of the year, though Tech.eu gave no current headcount.
Portugal remains the main market. Tech.eu named Spain, Germany and Italy as the next markets, and Dealroom listed them in that order and added the United States as a medium-term priority.
Seixas framed the company's purpose as a gap in access to funding: "thousands of companies with solid projects are left out of public funding, not for lack of merit", as quoted by Tech.eu. He added: "Granter exists to change that."
Dealroom quoted Seixas, in translation, as saying that these companies are left out "not for lack of merit, but because they don't have the time, team, or knowledge to face bureaucratic and complex processes". That is the gap the product is meant to close, by automating the search and the paperwork.
